    After fiddling around I able to install the container I needed without having to change Owner / Group Permissions. I was unable to find a solution to this problem though unfortunately. 
  2. Qwenton's post in Plex HW transcoding not going through Quadro was marked as the answer   
    Found a forum post from 2021 by SimpleDino with a solution in the comment by AnnabellaRenee87. Running the script posted below on startup of the array will fix this issue. Your GPU cannot be in the P0 power state. After running the script my Quadro went from P0 to P8 (idle)
    Now plex HW transcoding is working properly. I used the plugin User Scripts to run the script on first start of the array 

    #!/bin/bash nvidia-smi nvidia-persistenced fuser -v /dev/nvidia
