  1. PoloniumTacos's post in Parity Sync 4ish MB/s (with Docker/VMs Disabled) was marked as the answer   
    I turned off docker and did 'mover stop' in my CLI and after 5ish minutes im getting I think good speeds. I think I didn't realize my mover was running after I shut off my docker and caused me some confusion. Thanks @JorgeB
