Quadro P400 for Plex Transcoding - is GPU a dud?

I am trying to set up a GPU for Plex transcoding. I picked up a Quadro P400 on eBay and I'm having issues with it. It is not being detected by Nvidia-Driver plugin. I am using a GeForce 7300 GT so that my PC boots.

Here's what I'm encountering, and the different scenarios I've tested.

1. (Control) GeForce 7300 GT - System boots fine, operates as normal

2. (eBay Purchase) Quadro P400 - System Does not Post

3. (Known Working GPU) GTX 1070 - System boots fine, operates as normal, detected in System Device, detected by Nvidia-Driver, HW transcoding in Plex works

4. GeForce 7300 GT + Quadro P400 - System boots fine, operates as normal, P400 detected in System Devices in IOMMU Group 17, along with it's Audio Device. P400 not detected by Nvidia Driver. P400 Can be used in a Windows VM, although I get a Code 43 error. Could not use any tools to flash a clean BIOS.

5. Quadro P400 - installed in my Gaming PC, does not Post.

If this GPU is a dud, because it does not post when installed in 2 different PCs, how is System Devices picking it up? Is this particular GPU a goner and should I ask for a refund?

I have attached the diagnostics and the System Device's screenshot.

Good to hear.

I use the stock vBIOS so am limited to 3 transcodes. It runs well enough for me since I only get 2-3 users at a time max. Transcoding 3 streams from 1080p to 720p is about the limit otherwise it gets pretty slow.  Doing 4k is basically impossible but that isn't recommended anyway.  The image quality is not perfect but it allows me to offload resources from my CPU for other things.

Edit: I can do 4k transcodes but it is really slow and I don't recommend it.
