CPU voltage and clock multiplier, suggest try 1.125v and 37 or 35 (safe)

This will limit performance to some degree, correct?  Effectively underclocking it, right?

I don't call it under clock, as mention before, this means lost boost feature, those are short term boost not forever, you will found when CPU in full load, it just run at 1.125v and 3.7Ghz ( or just simply try disable turbo in BIOS without touch voltage and multipler ) ...... and this is try to exam the problem founding. You can change back without hurt.

OK.  I just want to make sure I understand what is doing.  I will try that in a bit after my daughter is finished watching movie from the server.

I can disable Turbo in the Tips and Tweaks plugin, correct?  That will do the same thing I believe. That I can do now without restarting the server and interrupting the daughter's movie.

I did a couple different tests.  I ran Prime95 small FFT 32 threads for 5 mins and had Emby transcode a 4K video for 5 mins both with Turbo enabled and disabled

 

Prime95 32 threads Turbo on - 94.8C.  Hits that temp like a wall.  Doesn't fluctuate.  No errors.
Prime95 32 threads Turbo off - 92C average.  Fluctuated between 91 and 93.  Never higher.

 

Transcode 4K video Turbo on - 95C average.  Spikes of 96-97 errors logged
Transcode 4K video Turbo off - 72C average.  Fluctuated between 71-73.

 

On the Prime 95 test Turbo off temp climbs slower than with Turbo on.

 

Here are IPMI events logged on the 4K transcode with Turbo on:

So would you agree temperature alert only happen when turbo turn on. And in fact the temperature won't over 97C, it still safe because just overtemp 2C. ( normal ceiling was 95 but yours 97 )

Yes.  Temp alert has not happened with Turbo disabled.  I don't quite understand the rest of your post.
