Solutions

  1. Mr.N3rd's post in [SOLVED] Changed Mobo/CPU , Slow Parity Check, Weird Array Start behavior, Unresponsive UI, Very slow Pulls/DL from "App" Store was marked as the answer   
    So I fixed the other issue, Apparently the new motherboard/CPU did not like the Mellonox-XConnect-2 10g NIC. I took it out and got the performance I was looking for. I figured it was a network issue of some kind.
