It's an interesting idea.  I've mentioned it in the linex-server.io irc room.  Guess it will depend if it can be implemented on a ubuntu base image.  But looks like it could to my untrained eye.

I'm just looking at setting up a DNS server in a docker at the moment.. My head hurts...  ::)

I have just published unRaid-hole in my docker repository.....

 

This doesn't use the same lists as Pi-Hole but it works the same way - just point your DNS addresses to your unRaid tower and it will forward the valid requests vias Googles DNS servers and drop the rubbish ones....
