Web GUI and HTTPS not working after reboot

I've spent an hour trying to figure this out including multiple reboots to no avail.

 

I wound up going into Safe Mode and disabling HTTPS and then I could get into my server's GUI, however, all I can get is that the server refused the connection when trying to use HTTPS.  It was all working great until I rebooted but I'm stumped.

 

Are there any logs I can look at?

Full Diagnostics.zip from after the problem happens and before the reboot to safe-mode is where a large majority of needed info would be. It would be created by running  the command "diagnostics" at the unix root prompt when telnet or ssh into the server.
