Solutions

  1. yeah_mike's post in Expected parity rebuild speed with LSI 9201-8i was marked as the answer   
    Turns out I had the HBA plugged into the x1 slot.
     
    The Asus motherboard I'm using had poor documentation. Nowhere in the manual nor the board itself did it state which PCIE slot was x4 mode and which was x1 mode. I had to take a closer look at the pins to determine I had plugged it into the wrong one.
