Having the same problem as everyone else on two different servers, one long running one, and a separate clean install I built yesterday.

I WAS able to provision a certificate today. It worked as expected. Thanks!

holy moly... I am unsure if I am now happy that it works or if I should be sad about the wasted time spent trying to debug this without any success until I gave up questioning life and my existence  

 

So, YES I WAS ABLE to provison a cert today.

@ljm42 do you know if there is still issues with the provisioning server ?
