Does the mover move open files i.e. that are uploading or seeding?

My mover occasionally seems to take forever and I'm wondering if it's because it's trying to move files that are open and rather than moving onto a different file and ignoring that file until the next run, it keeps hammering away trying to move them? 

 

Possible scenarios that I think are causing me problems are when I'm trying to upload a large file to google e.g. up to 80GB, which can take a couple of hours, or if that file is currently seeding and is potentially 'locked'.

I'll post next time it's slow when I'm not doing a parity check.  There doesn't seem to be anything in my syslog, but I'll turn on mover logging.
