    for those with a similar issue, i have solved my problem. it turned out to be a setting in the bios that was causing an issue with the iommu. https://www.reddit.com/r/VFIO/comments/1gi95zf/rejecting_configuring_the_device_without_a_11/ my motherboard is a Gigabyte A620I AX running a 9800X3D
