If I change the default-gateway to a bogus address it fails. So to confirm, it works as expected with a internet connection but not without one. Quote Link to comment

It's because the docker system insists on checking for updates when starting the array. Couple of defect reports / feature reqs to have it not do this. Quote Link to comment
BlackDwarf Posted September 19, 2017 Share Posted September 19, 2017 As Squid's replied, it's the Docker Update process that hangs the system. I have exactly this issue as I've got my pfsense as a VM. I've gotten around it by having htop running (as ssh is up by then), finding and killing the docker update php script that tries to run.
