After swapping my PSU first, then my CPU, and then finally my Motherboard, I found out the issue was a faulty motherboard with poor VRMs not able to deliver enough voltage to the CPU. My CPU would not boost past 550Mhz. I went from a B450 MSI motherboard to a B550 Gigabyte one. I was only able to find this out thanks to @JorgeB 's suggestion. I also greatly appreciate @bagican for inspiring some of the ideas that led to the solution. I truly greatly appreciate both of your help and you are the reason why I already feel so welcome in the Unraid community. This was my first ever non Windows build ever (I have no professional experience in IT, I'm in the medical field) so a lot of this was completely brand new to me. My new system feels incredibly snappy now and I am so very grateful.
Here is my system fully stress tested. I used the command corefreq-cli (must download the plugin from the store first) to output this. As you can see my AMD 5700X now properly boosts up to 4600MHz with the proper voltage applied (1.30V instead of the measly 0.91V I used to get).
