Solutions

  1. TeKo's post in Access VM from docker container after upgrade to 7.0 was marked as the answer   
    Missing vhost0 entry in routing table was the problem.
    Stopped the docker engine, unchecked and rechecked "IPv4 custom network on interface eth0:" then started again.
    Entry was added to the routing table and everything works again.
